The Government’s Renters’ Rights Act, introduced in October 2025, is bringing major changes to the private rental sector. If you are a tenant or guarantor, it is important to understand what these updates mean and when they will take effect.
At Love Property Co, we want to make sure our tenants and guarantors across Knowle, Solihull, Shirley, Dorridge and surrounding areas are fully informed and prepared for the upcoming changes.
What Is Changing for Tenants?
The most important change in the first phase of the Renters’ Rights Act is that, from 1st May 2026, all existing fixed-term tenancies will automatically move to an assured periodic tenancy.
This means that:
- fixed-term tenancies will no longer continue in the same way
- tenancies will roll on periodically
- no new action is required from tenants for this change to happen
If you are currently renting a property, you do not need to do anything to make this transition happen.
Information for Tenants and Guarantors
As part of the new legislation, all tenants and guarantors must receive a Government-produced information guide explaining these changes.
At Love Property Co, we will be sending this information by email to all tenants and guarantors by 31st May 2026.
To make sure this reaches you, it is important that we hold the correct email address for everyone named on the tenancy and any guarantors linked to it.

Phase One: Changes From 1st May 2026
The first phase of the Renters’ Rights Act focuses on tenancy reform. Key changes include:
Transition to periodic tenancies
All current fixed-term tenancies will move to rolling periodic tenancies.
Limits on rent in advance
There will be new restrictions on how much rent can be requested upfront.
Ban on rental bidding
Landlords and agents will no longer be able to accept offers above the advertised rental price through bidding.
Clearer rules for rent increases
Rent increases will need to follow the correct legal process using Section 13 notices.
Stronger anti-discrimination measures
The legislation strengthens tenant protections against unfair treatment.
New rights around pets
Tenants will have greater rights to request permission for pets in rental properties.
Phase Two: Expected Late 2026
The second phase is expected to begin later in 2026 and will include:
- a new Landlord Ombudsman
- a new Private Rented Sector (PRS) Database
These changes are designed to improve transparency and standards across the rental sector.
Phase Three: Future Changes
A later phase of the legislation, currently not expected before 2035, will introduce:
- the Decent Homes Standard
- Awaab’s Law
These future changes will focus more heavily on housing standards, property condition and tenant safety.
What Do Tenants Need to Do Now?
For most tenants, there is nothing you need to do immediately.
However, we do ask that you:
- check that Love Property Co has your current email address
- let us know if your guarantor’s email address has changed
- read the Government information guide when it is issued
