Important changes are coming for landlords across England, with the West Midlands the first region to be affected by the Government’s new ‘Register your rental property’ service.
As part of the next phase of the Renters’ Rights Act 2025, landlords of assured and regulated tenancies will be required to register themselves and each qualifying rental property.
For landlords with properties in Solihull and the wider West Midlands, the new requirements begin on 15 December 2026, with registration to be completed by 14 March 2027.

What is the Register Your Rental Property service?
The new national service will create a database of landlords and privately rented properties in England.
It is being introduced region by region, beginning with the West Midlands on 15 December 2026. Once registration becomes a requirement in a region, landlords will have a three-month window to complete the process.
Initially, the requirement applies to properties that are already let or become occupied during the rollout period. Empty properties do not need to be registered at this stage.

How much will it cost landlords?
The registration fee will be £65 per property, per year, and registration will need to be renewed annually.
Failure to register a qualifying property could result in financial penalties.
What information will landlords need?
Landlords will need to provide information about themselves, their property and the tenancy.
This will include details such as:
- Property address, ownership type and number of bedrooms
- Landlord contact information
- Details of any superior landlord or property manager
- Whether the property is currently let
- Number of occupants and households
- Relevant HMO, additional or selective licensing information
- Rent charged and payment frequency
- Whether utilities are included
- Information relating to gas safety, electrical safety and the property’s EPC
This makes it particularly important for landlords to ensure that their property, tenancy and compliance records are organised and up to date ahead of registration.
What are the dates for West Midlands landlords?
If your rental property is located in the West Midlands, the key dates are:
Registration begins: 15 December 2026
Registration deadline: 14 March 2027
Importantly, the relevant deadline is determined by where the rental property is located, rather than where the landlord lives.
What about empty rental properties?
During the initial rollout, landlords will only need to register properties that are already let or become occupied during the relevant rollout period.
The Government has said that, in a later phase, landlords will also be required to register vacant properties before they or their agent market them to let.
When those provisions take effect, landlords and letting agents will also need to include the relevant landlord and property registration identifiers in property advertising. Further guidance is expected before these requirements are introduced.
Can a letting agent register on a landlord’s behalf?
The landlord will remain responsible for starting and completing the registration process. However, landlords will be able to agree for their letting agent or property manager to provide certain information on their behalf.
The Government is expected to publish further guidance specifically for letting agents and property managers before the service launches.
What should landlords do now?
There is no need to panic, but landlords in Solihull and across the West Midlands can start getting prepared.
Check that your property records are organised and that important documents such as gas safety records, electrical reports, EPCs, relevant property licences and tenancy information are current and readily available.
